After having joined MATAI in 1986, Bob has served as MdATAI’s Vice-President since 1994 and MdATAI’s representative to the ACTAR (Accreditation Commission for Traffic Accident Reconstruction) Governing Board of Directors since 1996.  He became ACTAR accredited in 1994 and currently is the Vice-Chair for ACTAR.

Bob is a retired police officer, having served more than 21 years with the Anne Arundel County (MD) Police Department.  Following his retirement from law enforcement in 2001, he served with the NHTSA Office of Defects Investigation in Washington.  While at NHTSA, Bob was a Safety Defects Specialist dealing primarily with heavy vehicles.  Bob is now in private practice as a collision reconstructionist and transportation safety consultant.

Bob has more than 20 years experience in the field of collision reconstruction.  During his law enforcement career his duties included crash reconstruction and commercial vehicle safety, size and weight enforcement and certification as a motor carrier safety and hazardous materials inspector.  Bob also worked as an instructor in the areas of collision investigation, motor vehicle law, EVOC and firearms.  He also participated in the development of joint police and fire department incident response training.

Victor Craig is the editor and publisher of Accident Reconstruction Journal and Accident Investigation Quarterly. 

Mr. Craig graduated with a Bachelor of Science in Civil Engineering (specialty: Transportation Engineering) from the University of Toledo (1980).  He worked for three years as a field investigator/reconstructionist on the National Highway Traffic Safety Administration’s Multi-Disciplinary Accident Investigation team.  He is a former accident reconstruction instructor at the Southern Maryland Police Training Academy.  Mr. Craig is an accredited (ACTAR #701) accident reconstructionist who has been in private practice since 1984.

More than two dozen of his writings have been published.  He is the recipient of a Certificate of Appreciation from the Maryland State Police for assisting their reconstruction program.  He is also the recipient of the 1993 National Association of Traffic Accident Reconstructionists and Investigators Literary Award.  He has served as Secretary of MdATAI for the past eight years and has formerly served as President and Secretary of the National Association of Professional Accident Reconstruction Specialists.

Patrick Burley is 57 years old and lives in Prince Frederick, Maryland with his wife Gloria.  Pat graduated from Bishop McNamara High School in Forestville, Maryland and attended Saint Mary’s College of Maryland and Maryland University.  Pat served on the faculty of Prince George’s Community College where he taught courses in Accident Investigation and Traffic Law.

Pat retired in 2001 from the Prince George’s County Police Department after 28 years of service.  Pat also served with the Maryland National Capitol Park Police and the Metropolitan Police in Washington, D.C.

The last 13 years of his 30 year law enforcement career were spent with the Collision Analysis and Reconstruction Unit of the Prince George’s County Police Department.
Pat has served as the President of the Maryland Association of Traffic Accident Investigators since 1988.  He is also the Vice-President of the National Association of Professional Accident Reconstruction Specialists.

Pat is an ACTAR Accredited Accident Reconstructionist.  He now works for Tierney Liability Investigators, Inc. where he handles product liability investigations for the General Motors Corporation.

In addition to his work for Tierney Liability.  Pat also conducts accident reconstructions for Trident Engineering in Annapolis, Maryland.  Pat also runs his own company, Product Defense Investigative Services.

 

Frank Carson, Director

Frank is an active duty police officer and 18 year veteran of the Prince Georges County (MD) Police Department.  As a Senior Corporal and member of the department’s Collision Analysis and Reconstruction Unit for the past 8 years, he has investigated over 100 fatal collisions as well a number of critical injury collisions. 

Frank is also a certified Drug Recognition Expert (DRE) and a Standardized Field Sobriety Testing (SFST) Instructor.  He instructs reconstruction classes several times a year and is a member of the Maryland Crash Reconstruction Training Committee.

During his police career Frank has served in the capacity of Patrol, District Investigator, District Evidence Technician and with the Computer Services Section as well as the Pawn and Property Recovery Unit.  He has been involved with EMS for 10 years and served with a Basic Ambulance and Medic Unit in Southern Maryland.  During that time he was also an Emergency Room Technician at a regional emergency room and a trauma center where he worked as part of a trauma team.

 

Harry Kriemelmeyer, Director

Harry is a licensed Professional Engineer in the state of Maryland and has been working as a consultant in the field of collision reconstruction since 1975.  Now retired from the University of Maryland, Harry had served in the capacities as Assistant Vice President of Facilities Management at the College Park campus and Vice Chancellor of U of M system.

Harry has been a member of MATAI for more than six years and also holds memberships with NAPARS, NATARI and SAE.  While serving on the Board of Directors for the past four years, he has regularly participated in and extended his expertise to the annual MATAI conference.  He has furthered his collision reconstruction training through courses presented by IPTM at the University of North Florida.

Harry has consulted on more than 800 collisions and has been admitted as an expert witness in more than 89 court appearances.
